Council to take final action on tax levy

DANVILLE — After months of discussion, the city council is expected to take a final vote Tuesday on the 2010 property tax levy.

The proposed $6.93 million tax levy is a 2.47 percent decrease from last year’s levy amount.

The tax rate is estimated at $1.93 per $100 assessed valuation compared to $1.98 per $100 assessed valuation last year.

Of the levy: $2.1 million is going to the fire pension; $1.6 million to the police pension; $375,000 to the Illinois Municipal Retirement Fund; $406,049 to the Federal Insurance Contributions Act Fund; $1.5 million for bonds and interest payments (the abated portion of $600,000 has been increased from last year to keep the levy down); and $1.4 million is going to the library.

No money is going to the general fund for day-to-day city operating costs.

Mayor Scott Eisenhauer said the goal remained to keep the city tax rate below $2.

Also Tuesday, council members will consider approving:

--A zoning change that would allow Wright’s Heating and Air Conditioning to move and expand to South Gilbert Street.

The city requested that Chapter 150 of the city code, known as the Danville Zoning Ordinance, be amended to allow for “HVAC sales and service” as a permitted use in the B2 Highway Business Zoning District.

--A lease agreement amendment with New Cingular Wireless for the telecommunications tower to be constructed at the Public Works Facility on Voorhees Street.

--Accepting a $28,408 Danville municipal building lighting efficiency upgrade grant from the Champaign County Regional Planning Commission. The city’s local match would be up to $1,881 for motion sensors to turn lights on and off in rooms and other changes which are in effect at the public works building.

--A $43,100 contract with Clark Dietz, Inc. for engineering services to replace the pump station at the end of South Shorewood Drive in the Lake Shores Subdivision.

--An $18,300 contract with Clark Dietz, Inc. for Phase 1 engineering services to replace the pump station on the west side of Denmark Road at the northern city limits.

--A $42,840 contract with A&R Services to rehabilitate the Bell Street pump station (which saw a break in the force main in the last few months) and approving a $1.3 million contract with Duce Construction to replace sewers with structural, alignment and/or size issues in the alleys between Franklin and Walnut and Walnut and Vermilion from Clay to Walnut streets.

Funding for all the sewer/pump station projects comes from the sanitary sewer fund and/or reserves.

What’s next

The Danville City Council will meet at 6 p.m. Tuesday at the Robert E. Jones Municipal Building, 17 W. Main St.
