Liquor store request back for vote

DANVILLE — Three months after aldermen postponed action on a proposed drive-through liquor store outside the city — and other delays — the issue is back.

The city council will consider approving a pre-annexation agreement and special-use permit requested by Sam Hazari to operate a package-liquor store at 3164 E. Main St., where the former Bluebird Inn tavern was located, with only a drive-through window.

Under the pre-annexation agreement, the store would open under a county liquor license, but Hazari agrees to pay the liquor tax immediately to the city.

Because there is no current city liquor license available, as soon as one becomes available, the store would be annexed into the city.

Aldermen previously questioned the liquor store annexing into the city so the city could gain the tax dollars.

The property is outside city limits, but within the city’s 1.5-mile jurisdiction.

Aldermen discussion was tabled in March after it became apparent the request could fail because of a lack of votes. That would have meant Hazari would not be able to bring the permit before the city for consideration for one year.

The store will have four employees.

In other business Tuesday, the council will consider:

-- Amending the wage administration chart for a new part-time Danville Mass Transit dispatcher for expanded night service starting in August.

-- Applying for grant funding, up to $5,000 through the Illinois Department of Transportation, for a floor jack to change tires for the DMT’s regional maintenance center.

-- Approving an agreement for the dedication of public right-of-way and a temporary construction easement for the construction of International Drive, a new roadway for the Thyssen Krupp machining expansion.

City Engineer David Schnelle said state funding for the project is funneling through the city.

“Local dollars are not going into this,” he said.

-- Amending city code pertaining to revocable permits because St. Paul’s Catholic Church constructed a message sign in the state’s right-of-way on Vermilion Street.

The state doesn’t have any issues with sight distance or other traffic concerns, but a city permit was needed.

-- Approving a $1.57 million overlay program contract with Cross Construction of Urbana.



COMING UP

The Danville City Council will meet at 6 p.m. Tuesday at the Robert E. Jones Municipal Building, 17 W. Main St. A special Public Works Committee meeting will be at 5:45 p.m. to consider a concrete material contract.
