Covington Foundation to buy flags for community

COVINGTON, Ind. — Mayor Brad Crain announced Monday the Community Foundation is willing to manage donations for the city’s flag project.

Donations will be used to purchase mounting brackets, poles and American flags. The Community Foundation requests only that the city electric department support the project by helping to select the correct brackets and install them.

Dale White, city councilman and Western Indiana Community Foundation executive director, said the flag project will be an ongoing project since the flags and poles will have to be replaced from time to time due to weathering and wind damage.

Councilman White added that there are a total of 91 light poles in downtown and along U.S. 136 that could have flags mounted on them. If all 91 poles are bracketed, it is estimated to be a $10,000 project.

White believes the project will be completed by the next Flag Day on June 14, 2013.

In other business, city council members:

Approved having American Legal Publishing of Cincinnati update the city’s ordinance book for a quote between $1,200 and $1,800. The city’s ordinance book was last updated in 2009.

Approved amending Ordinance 2006-1 as requested by the utility billing department. The amendment includes changing a renter’s electric utility deposit from $200 to $300. The amendment applies only to renters who pay an electricity bill while the property owner pays the water and waste water bills. Renters will receive their deposit back after three years if they pay their electricity bills on time.

Heard from Fire Chief and Emergency Management Coordinator Joe Whitaker about the county’s ordinance relating to a transition plan for the American with Disabilities Act (ADA). Whitaker said Covington needs to create a transition plan of its own for the ADA as discussed at the last meeting. The transition plan is not optional and is mandated by the federal government. Whitaker recommended the city complete a survey of what needs to be done to make it ADA compliant. The city does not need to implement the improvements immediately, but it needs to have a plan in place so that when it does have funds the ADA improvements are included.

Learned the city’s leaf vacuum will be finished for the year Wednesday. Residents are asked to rake the last of their leaves to the curb for pick up by Wednesday. Bagged leaves will continued to be picked up by the city after Wednesday.
